6/4 (Tue.) Taiwan health care system (Host: Miller)

This is Miller, your host for the meeting on 6/4.
Taiwan health care system is famous all over the world.
Would you like to know how it is great? Please make avalible to attend this meeting.
Before 1995, we had a patchwork system, including labor insurance, farmer insurance, civil servants and teachers insurance.
Sometime we can hear about the old health care system from old generation, the illness people need to sell out all what she/he had to get a medical therapy.
It was a miserable decades.
After the National Health Insurance(NHI) was implemented in 1995, the midecal benefit is separate from labor insurance and farmer insurance.
Nowadays, we rarely heard about that patients have to sell out property to make a medical therapy.
Most people are satisfied with this system, especial the old generation.
Many governments of other nations had visited Taiwan for learning how the health care system can operate.
Even some countries want to duplicate the system in their nations.
They doubted this system how can it make the hospitals and patients satisfied and just cost 6.2 percent of the GDP.
(By comparison, countries in the Organization for Economic Cooperation and Development spend on average more than 9 percent of G.D.P. on health care,
and the United States spends about twice that.)
After we put the second generation system into force in 2013, the system began to run surpluses.
This system is so easy access and convenient that create more demand, then the overutilization of health care services become another problem.
It also caused a physician shortage on the other hand.
We can say it is already one of the best systems in the world, but it is not perfect. What can we do for it.
In the session I, we discuss about the benefits and effects that you had seen.
Then we discuss how to operate this system permanently in the session II.

Session 1:
1.How often do you use the health care system? Do you feel satisfied? What benefits do you gain from it?
2.To compare with the health care system of other countries, please share your experience abroad if you had ever encountered.
3.Did you ever hear about the overutilization or waste of Taiwan system from your relatives or friends? Please share several real cases with your table mates.
4.This is one of the best systems in the world. As you know, how does Taiwan make it?
Session 2:
1.Base on the cheap health care services, the relations between physicians and patients are getting worse. The doctors usually have to face the accuse from patients.
Not only we get a growing physician shortage, but also we get more examinations. The doctors would do more examinations to protect themselves.
The results we waste more, even more than what we saved from the reduced cost. Could you propose your idea for the NHI?
2.Compare to the Japanese health care system, they spent more resource in preventive medicine. Do you think whether it will be effective for Taiwan? Why?
3.If your Families got an illness, how much are you willing to pay for? If it needs you to sell out what you had, would you do that?
4.We are getting into an aging society and the birthrate is going down, the NHI may make a bankruptcy in the near future.
Everyone is forced to pay more premium to keep the health care system going on, how much would you like to pay for it?
