I learned somewhere that "sb. hooks sb. up" means 幫某人牽線 (for example, "It looks like you have me to thank for hooking you two up"). So I think "hook up" can be used in all kinds of relationships. In the said example, it means business relationship.

The phrase "hook up" is highly suggestive and it is often use to imply something shady. That is something you don't want everybody to know.
It is especially useful when you want to subtly suggest something sexual, implicitly, ambiguously and "innocently".
So it really depends on the particular circumstances and whom you say it to.
